The CELBAN

CELBAN is known internationally as a unique nursing specific-purpose language exam, and is informed by nursing and language testing professionals. CELBAN reflects authentic nursing communication and evaluates English language proficiency in listening, writing, reading and speaking.

CELBAN is now more accessible and convenient than ever, having transitioned to a computer-based exam with a virtual interview. The content and structure remains the same as before while the delivery format has been updated. The team has ensured that the new, virtually delivered CELBAN exam is equivalent to the previous in person exam to ensure continuity for our examinees and users of the test results.

Canadian English Language Benchmark Assessment for Nurses (CELBAN) is an assessment tool designed to assess the English language proficiency of internationally educated nurses who are applying for licensure in the nursing profession in Canada. It is recognized by nursing licensing bodies across Canada. The CELBAN Centre administers the course on behalf of the Centre for Canadian Language Benchmarks (CCLB) and Touchstone Institute.

The Centre for Canadian Language Benchmarks is the centre of expertise in support of the national standards in English and French for describing, measuring and recognizing second language proficiency of adult immigrants and prospective immigrants for living and working in Canada.

The Centre promotes their recognition and use as practical, fair and reliable national standards of second language proficiency throughout Canada in educational, training, community and workplace settings.

TEST INFORMATION

CELBAN is an English language proficiency exam designed for internationally educated nurses. It is recognized by Canadian nursing regulators as evidence of language proficiency. Assessment tasks is replicate authentic communication tasks in which nurses routinely engage.

The course consists of two parts:

  • The CELBAN Speaking Test is a virtual interview conducted by an examiner over Zoom, a video conferencing platform. The interview takes up to 35 minutes to complete.
  • The CELBAN Listening, Reading, and Writing Tests (Computer Based Test, CBT) is available to complete at a Prometric test site or through remote proctoring. The CBT takes up to 2.5 hours to complete.
